Meeting called to order by Dr. Poremba, Chair, at 7:00pm.

Member Resignation:
Chair recognizes resignation of Noreen Casey, RN at the expiration of her appointed term this month. The Board formally recognizes and thanks her for her service and contributions as a member of the board for the last 3 years.

Sr. Sanitarian Position:
Chair discusses the opening for the Sr. Sanitarian position and presents the written qualifications to all board members. These qualifications include that the position requires licensure as a state sanitarian. D. Greenbaum expresses his interest in this position but has not successfully passed the licensure exam. He has worked for the BOH for 6 years plans to retake the exam in July. Since this is a requirement for promotion from Sanitarian to Sr. Sanitarian and that the Sr. Sanitarian would be responsible to the supervision of other Sanitarians who may already be licensed, the Chair suggests that the position be left unfilled until D. Greenbaum is able to take and successfully complete the licensure requirements. D. Greenbaum is concerned that the position may not be there in July. Given this possibility, the board would allow D. Greenbaum to apply for the position with the understanding that he would have one year in order to become licensed.
Motion: to post Sr. Sanitarian Position

Board requests that all reports contain not only current activities  but also future plans or activities (i.e. scheduled clinics)

Acting HA suggests that BOH request that Medicare reimbursements for immunizations and DOT request that City Council allow this money to be used for BOH rather than to go into the general fund.
The Board supports this plan.

Regulations attached; additions in brief are listed below:

Section 2.0 Definitions
#4 passing grade of C or better
#5 Apprenticeships (# is new to regulations)
#19 Guest practitioner (# is new to regulations)
#27 Permanent make-up/Micro Pigmentation (# is new to regulations)

Section 3.0 General
#4 Proof of age to be determined by government issued photo I.D.
#10 Permanent make-up/Micro-Pigmentation artist requirements
#11 Establishment permit must specify what type of body art the  establishment is permitted for
#12 Practitioners permit must specify what type of body art the  practitioner is permitted for
#18 Hard wired telephone land line in good working order

Section 4.1 Apprentices (section is new to regulations)
#1 No more than one apprentice per establishment
#2 Apprentice must be 18yrs of age
#3 Apprentice must complete training in first aid and CPR
#4 The apprenticeship shall last no longer than 2 years. The 1st year shall focus on class work including an OSHA course on the prevention of disease transmission and blood borne pathogens, anatomy class for piercing apprentice, on the job training including but not limited to observation, sterilization of equipment and work station. 2nd year will be learning the art of body art.
#5 Permanent make-up/Micro-Pigmentation apprenticeship shall be allowed – must be certified by the American Academy of Micro-Pigmentation.

Section 4.2 Guest Artist (section is new to regulations)
#1 The guest artist works under the auspices of the permitted body art establishment.
#2 The guest artist must apply for a temporary body art permit by:
a. submitting application b. paying fee c. provide documentation of one year experience as licensed practitioner d. provide documentation of basic first aid and CPR e. provide documentation of OSHA course –prevention of disease transmission and blood borne pathogens f. provide knowledge of anatomy of the human body
#3 Guest artists will be limited to practicing no more than 30 days per calendar year.

Section 5.0 Facilities and Equipment
#14 Animals – with the exception of service animals and a fish tank in the waiting area no animals shall be allowed including reptiles. Fish tank must be professionally cleaned twice per month
#16 G. Complimentary non alcoholic fluids for consumption are allowed in areas where body art is performed. M. there must be a covered foot operated waste receptacle in each work station.

Motion: to approve the designated changes to body art regulations.
